Can we Mine the Moon? Space Property Rights Not Clear

The world is celebrating the 45th anniversary of Apollo 11's leap to the moon, many people are now eying the celestial body's bounty of resources. But it is not clear at this time, who and how these resources can be extracted and yielded from the moon. This leads to a growing debate within economic, scientific, and policy spheres — a debate made more complex by the changing landscape of participants in space.
